Can an average student with 65 – 70% scores go for a B.Tech or is it just for the meritorious students?

Average students can definitely go for it. If look at the statistics, then most of the biggest successes and discoveries are done by average students and most of the time the cream layer of students get employed by average student's companies. So, go for what you love.
