As per my knowledge, You are eligible for M.Tech CSE as the minimum eligibility criteria is B.E/B.Tech in (EEE/ ECE/ Electronics/ IT/ CSE/ I&C/ E&I/ Instrumentation) or MCA. To find the best University, It all depends from person to person. There are various factors that will go into making an institute the best for you. Academics is clearly a priority, but there are also other aspects such as facilities for research, affordability, placement opportunities and so on. All these have to be balanced to find the best place.
