Can an electrical and electronic engineer fill the form in which electrical subject is asked?

No, there is a huge difference in Electronic and electrical engineer. If you are asked to fill electrical engineer, then you need to be electrical engineer, not the electronics engineer.

But my branch is electrical and electronic engineering (EEE) hence can I apply for electrical engineering post?
