Can an HSC failed candidate apply for an electrical Diploma part-time after 8-years of gap?

I have applied for HSC in the year 2010 but due to my financial condition, I left my studies and continued doing electrical work. Now, I want a degree, can I apply for Diploma?

    There can be many aspects to be considered while choosing a branch (stream) for B.Tech. I am pursuing B.Tech in Computer Science &Engineering. So, here I will try to give my opinion based on my experience. No branch is less or more important, each of them has its own importance, it solely depends on you, in which stream you want to make your career. See there are enough jobs for every stream, what a company need is quality engineers. So, if you are dead serious for you better future and giving parallel dedication towards it, you will definitely going to be succeed.     I don't think, so because minimum eligibility is HSC completed.
