Can an Indian student get a scholarship to pursue CSE from the USA?

The current situation in USA is not that good. Even regaining the money you kept for your studies in US is hard now. So, if you have good academics in India it's better to go to Germany where the education is totally free and all you need is to fund your living expenses around 7 LPA.
