    Yes, the candidates from other states can appear for GUJCET 2018. Those who belong to other states of the country, defence, central/state government are also eligible to apply for GUJCET 2018.
    Candidates must have qualified their class 10+2 examination from the Gujarat Secondary and Higher Secondary Education Board, Gandhinagar/CBSE, Delhi/CISCE, New Delhi/NIOS/International School Board. If the applicants will complete their class 10+2 examination in 2018, are also eligible to apply for the entrance test.

It's not compulsory but it's almost impossible without gujcet For ex :person a gets 60 percentile in both gujcet and board while person b gets 100 percentile in boards only then the merit point of person a is 3 (0.05*boards pr)+3 (0.05*gujcet pr)=6 score. While person b gets 0.5 (only boards) score which means person a is more likely for admission in gtu or gtu affiliated college than person b even if person b is clearly smarter
