Can any one tell me from the 1st step of taking ielts exam and how nd when i have to apply for scholarship and when i have to choose college

It is better to do IELTS in the final year because this exam is valid only for two years. Take some good coaching before writing exam.
In the final year when you have your last but one semester mark sheet you can apply for admission.
