Can any student take admission directly from deemed university after completing 1st year in btech core to 2nd year of rtu college.?

It is possible only when both the universities issue NOC. The problem in such cases is that the university where you are pursuing your degree, will be very reluctant to issue NOC as they would be loosing next three year's fees and a seat.
