Can anyone tell me that who gets more weightage a person with MBA Executive Degree or a person with Regular MBA Degree?

Nice questions. The answer is 'it depends'. It depends upon the learning and implementability of the candidate and how is the candidate 'employable'. Degree does not make one employable.
