Well I am afraid the answer is No As birth certificate is not considered as nationality certificate .

Yes, you can use the birth certificate as nationality certificate for uploading it on Saar portal. Birth certificate consisting the place of birth, which is state and then the country (which basically states the nationality). So, you can make sure to add it on the portal and go for the further process.
