Can Engineering student of any stream apply for the IES entrance exam?

My question is can any Engineering stream candidate apply for Indian Engineering Service (IES). Some people say that only candidates who have completed B.Tech in MECHANICAL, ELECTRICAL, CIVIL and ELECTRONICS & COMMUNICATION can apply for IES. While others say that any stream candidate can apply

    These are the only BTech streams which can apply for IES. Besides these M.Sc degree or its equivalent with Wireless Communications, Electronics, Radio Physics or Radio Engineering as special subjects also acceptable for certain services / posts only

    Educational Qualifications required for IES :
    For admission to the examination, a candidate must have (any one of the following:
    #obtained a degree in Engineering from a University incorporated by an Act of the Central or State Legislature in India or other Educational Institutions established by an Act of Parliament or declared to be deemed as Universities under Section 3 of the University Grants Commission Act, 1956;
    or
    # passed Section A and B of the Institution Examinations of the Institution of Engineers (India); or
    # obtained a degree/diploma in Engineering from such foreign University/College/Institution and under such conditions as
