For application of DGCA Medical Exam, you should first tell me on what grounds were you rejected when you appeared for the first time. The rejection is either temporary or permanent. If it is temporary then they will suggest you to take some precautions or some corrective measures. And if the grounds for rejection was permanent then there's no point applying again. As there are certain standards that they follow and if you do not satisfy all those standards, then you cannot get through the medicals.
