Can I appear for 12th exams through NIOS board as I have failed in Bihar board exams?

Yes for sure, you can go for the change. You can appear for 12th from NIOS board the next year and change the concerned board during form filling easily.

The next year is as a whole a New Year. They don't consider your previous year records. Apply as a 12th board appearing candidate.
