Yes you can do. Both are good usually students try for CAT as it has more scope you'll get admission in good college and can do better as compared to UPSC as it not easy in first attempt u have to work hard and hard for UPSC but CAT I can crack in one attempt too and business studies has wider range

Yes, You are eligible to give CAT exam, Provided that you have completed your Graduation.
