Yes, you can appear for IAS exam after completing your B.Tech degree. As you know B.Tech is also a Bachelor's or graduate degree in technology and for appearing in the IAS exam, you must have a Bachelor's degree from any recognised university.

Yes, you can. There is a minimum edibility criteria, i.e. you have to complete your graduation at the time of appearing and B.Tech is equivalent to a graduate degree.
