Yes, you can appear for the JEE along with NEET. There is no rule which stipulates that you can't appear for the JEE and the NEET at the same time. However, you should check if you are eligible for both these exams, and also make sure that the dates for the entrance exam do not clash. Regards.

Yes, a student can prepare for both exams at the same time. If you are good in Math and Biology but cannot decide which to choose, JEE or NEET take PCMB and perform simultaneous preparation for both exams.
