Can I appear for the IAS, IPS and WBCS exams after a Communicative English Major Course at Under Graduate level?

I was a Science student in Don Bosco School, Bandel and recently passed my ISC exams with 80% marks. Also, I am about to enroll myself at Serampore College in the Communicative English Major Course, but would very much like to appear for the Civil Service Exams and the Exams for Bank Jobs as well.

See this qualification: 1.Graduation:55% open category;45% reserved catergory. 2.( u can also apply if u are in final year of graduation) if u fulfill this qualification then u can apply for civil services.
