    Yes, if you have completed Masters Degree from the IGNOU then it is acceptable and you are eligible to appear for the exam. You just need 55% marks overall if you are a general Candidate. For Reserved Category Candidate and for female category you can appear in the UGC NET Exam with 50% marks. The UGC NET Exam is conducted every year whereas several no of candidates appear in the examination. Being an Education Consultant, I would suggest you to do preparation for the UGC NET exam and along with this exam, you should take an entrance exam for Ph.D. directly instead of waiting to qualify the UGC NET.     Well if you wish to go ahead for Ph.D. you can go ahead with Lovely professional university for your programme. LPU offers flexible coursework options-
    1) Classes on weekends (Saturday & Sunday only)
    2) 4 days course work every month (Preferably every second week: Thu-Sun)
    3)15 days course work (November/December)
    The eligibility is:
    Masters degree with 55% aggregate marks in a relevant discipline or equivalent, subject to clearing LPU NEST and Interview. If you are UGC/NET qualified then you are exempted from LPU NEST but to avail the maximum scholarship it is advisable to appear in LPU NEST. So UGC/NET will be an option to you. So you can

You need to complete Masters degree from the Subject you are interested in with around 55% marks overall if you are a general Candidate. For Reserved Category Candidate and for female category you can appear in the UGC NET Exam with 50% marks
