For UPSC, the eligibility criteria says that you need to pass your graduation. That is it. Therefore, you are eligible.

You just need to be a graduate in order to appear in UPSC stream is not relevant but please find that you meet the age criteria which is 21 years.

Yes. Graduation is the limit for eligibility in UPSC exams along with the age being 18+. Therefore, a person who have completed his/her master's degree from any course can give UPSC exams.
