no without IELTS you cannot apply in for CANADA student Visa...there might be some colleges from where you can get wavier for IELTS depending upon your profile.....send in me ur CV for the furhter consideration... edu.overseas.singh@gmail.com

No you cannot. IELTS is mandatory for students coming from a non English background. You would be required to score atleast 6.5 band score with a minimum score of 6 in each section to qualify for admission in any college.
