Can I apply for a passport and visa to study engineering abroad after studying diploma in engineering?

Hello Teju, Nice to see your queries on entirely different subjects. To answer your query, a person who has not studied at all can also apply for and get passport. You don't have to assign reason for obtaining passport except desire to go abroad.

Hi Teju, You can study abroad after your diploma in engineering. First you check admission requirements and prepare, simultaneously apply for the passport and visa and as mentioned on the other answer even a person who has not studied can get a passport.
