If you have passed your 10+2 level examination with Mathematics, Physics and Chemistry subjects from a recognized board or its equivalent then you are eligible for DGCA approved AME course.
If you have not passed your 10+2 examination with Mathematics, Physics and Chemistry subjects then you are eligible for EASA (European Aviation Safety Agency) approved AME course -

Yes, of course you can apply for this course. This is so since the eligibility for aircraft maintenance engineer course is plus two that is class 12th, and as you have already got the Bachelor's degree you have surpassed this minimum eligibility conditions hence you can apply.
