Can I apply for B.Ed. at IGNOU as a final year graduation appearing student?

No you can't apply for B.Ed. Now. Only after completing your graduation degree you are eligible to apply for the B.Ed. Degree. So, first of all finish your graduation and then apply for B.Ed. In IGNOU.
