Can I apply for B.Sc chemistry? Will I get any fee concession? I am a PWD candidate.

I don't think that Amity University is going to give any fees concession !
According to me you should go for a good government university. it will be affordable & better option than Amity.
If you got marks around 60% you can apply in Delhi University where you can easily get admission B.SC chemistry hons.
