Can I apply for BMS now? What is the procedure for applying? This year I passed 12th (commerce stream) with 87.6% from CBSE board.

Yes, you could surely apply, if you had commerce with Maths (25th June is the last date).
You just have to visit the DU's site and fill the application form.
