Can I apply for CA foundation in December, before my 12th boards, and appear in the May attempt next year?

No, you can't apply for CA foundation before class 12th boards, because you will be filling your class 12th board percentage in CPT Registration form and it is compulsory. So, you will have to appear in your board exam first, and after that you can appear for CPT.
