Can I apply for Canadian study visa for Master's degree with 3 refusals, one from USA and others from Canada TRV?

Hello Happy, Yes, you can reapply. Do your homework well and don't repeat mistakes due to which your application was refused earlier.

They will evaluate on what ground your previous visas and even the tourist visa was rejected. Take help of an authorised visa agent.
