Can I apply for central government or state government (Tamil Nadu) jobs after completing B.Tech through distance?

Distance learning engineering degree has been banned since 2009 by a circular of Ministry of HRD, government of India and also banned by AICTE even a part time BE is not allowed. Hence, such degree is completely non-recognized and not valid for job and higher education
