Can I apply for colleges (B.Tech) in Canada after Diploma? Will there be working hours to cope up with college fees?

I'm a student, currently pursuing Diploma in civil engineering final year. I have done my school upto 10th with 80% grades in CBSE. Am I eligible to apply for colleges in Canada and on what basis? Will I get working hours for part time with studies?
