Can I apply for IIM, Indore IPMAT? I would be 20 years old on July 23 and the age limit is maximum 20 years on July 31.

Yes, you can apply but before the age limit is exceeded. -

Well, age limit is the major issue here and the date too, as you only need to confirm your age at the time of registration till that time, just check that your age does not exceed.
