I have scored 36% in PCB, Biology : 42, Chemistry : 43, and Physics: 25 ICSE boards.

No, usually you cannot apply for improvement exams after 6 years of passing 12th.
Most education boards like CBSE or state boards allow improvement exams only in the next 1–2 years after passing.
After such a long gap, you would typically need to reappear as a private candidate or take fresh admission
