No, you need to complete class 12th in order to appear for JEE Mains exam.

12th is the Basic Foundation of every student. If you didn't do then you miss lots of Opportunities and your scope will become limited.

Can I take admission in a government college after taking LEET exam? If yes, how is it possible? If I score low marks in JEE Mains and pursue polytechnic.

No, you are not eligible as 12th is nessary for JEE.
