Can I apply for JEE Mains and JEE Advanced if I have scored 61% in 12th?

No, as you don't fulfill the criteria of counselling of JEE Mains. The criteria is that you should have above 75% or be in the top 20 percentilers of the board.

The necessary criteria being a part of JEE Mains or Advance is that you should either be in top 20 percentile or have 75% in the respective board. So you might not be eligible for JEE Advance.
