    No, you should not apply for JoSAA counseling with an expired OBC certificate; even if you have reapplied for a new one, you should wait until it is issued before applying as you may be considered a general category candidate during the counseling process if you cannot produce a valid certificate when required.

    JoSAA usually requires a recently issued OBC certificate, so an expired one will likely not be accepted.
