Can I apply for Masters abroad if I have overall 6.5 bands but not 6 in each in IELTS?

Hi Gurleen,
For Master's degree you must have Bachelor's degree and must have cleared the same with good grades. Top universities require more than 70%. I cannot comment only on the IELTS score you have provided. You can also check on university's website for admission requirements.
