Can I apply for Masters in USA or Canada? I have 25 backlogs in my bachelors and for some reason I cannot pass the exam.

The master's programme is not easily applied for, especially if one has 25 backlogs, in the USA or Canada. Universities here require strong academic performance with minimal or no backlogs.
