Can I apply for MS in data analytics in Ireland for September 2019 intake or is it too late?
My profile: 10th-8.6 CGPA, 12th-71.8%, BE (CSE) in 2017-6.4 CGPA, work experience-1 year and I have done 3 internships.

Hello,
September 2019 intake would be difficult as many good universities have closed the admissions. But there are some colleges or universities that are still open. You need to check their websites.

Rolling admission school often has long admission window, meaning you could still apply after other schools regular decision deadlines have passed.
