Can I apply for RIE after failing in PUC?
I have got 16 marks in chemistry (failed) but am applying for revaluation now, can I apply for RIE?

No, it won't be possible to apply in RIE if you have failed in PUC. You need to clear all your papers and thereafter can apply for the same.
