I'm from Bihar board BSEB, can I apply in a college by producing the eligibility certificate from Punjab University, Patiala?

Admission is through counselling based on the rank obtained in Entrance test conducted by the Army Welfare Education Society.
For candidates applying for Punjab resident civil category seats admissions is based on the marks obtained in 10+2.
