Can I apply under SSP Canada with 54.6% in 12th? I have got 6.5 bands in IELTS.

Sorry to say, but you can't take admission in Canada with 54% marks. They require minimum of 65% marks. If you are really fascinated to go to Canada and do Diploma or engineering, you need to maintain the aggregate of 65% marks.

But bro, I have done my 12th in arts stream, not in non-medical.
