Can I attend JoSSA counselling even if I have not cleared the cut-off of JEE Mains?

No, you can't attend counseling without clearing cutoff of JEE Mains. If you are not qualifying for JEE Mains, then also, you have got lots of other options.
Suppose, if you have taken your state level engineering colleges exams, and you are getting any rank, then that will be a good option.
