Can I become a psychiatrist if I have taken PCM?

I don't SEE much scope of engineering in India. I also have lost interest in the subjects. Seeing no rewards for the hard work. I have developed an interest in psychology and I want to become a psychiatrist. I want to study in India and work abroad is there a chance? Is it expensive starting abroad.

Unfortunately no. You have to pursue Biology in 11th and 12th to get into MBBS and then finish M.Ed school and get a one year internship programme outside india (preferably california).
