First thing is that the IAS officers are selected on the basis of their result in the exam and their presence of mind, not by the whether they have tattoos on their body. And at the time of interview, you will be in formals i.e. in full shirt with button closed to neck and your hands. Also, you'll be wearing full pants. After that, only your fingers and face are going to be seen by the interviewers because others parts will be hidden by the clothes, etc. The selection will be done on your performance in the interview. If your tattoo is on your neck then they may ask you about it, that's it. I don't think they will be going to judge you...more
