Can I become an IPS without having Maths in my class 12th?

Hey there,
Well IPS or UPSC doesn't prescribe any particular education qualification except for having an undergraduate degree. There is no requirement of having a particular subject such as maths in your class 12th.
The basic eligibility includes 10+2 and a Bachelor's degree in any stream and a certain percentage requirement which is not much.
You are eligible for applying once you have satisfied the criteria.
The rest is up to you what you chose for your optional in mains and also what you prefer.
So, without maths also you can become an IPS provided you clear the exams and including the qualifying CSAT at the preliminary level.
