Yes, You can take 2 Bachelor Degree at any time from any university.

Yes, you can do B.Voc course after one year of B.A. Its eligibility is 10+2 in any stream or equivalent
1 year of Vocation will be considered as Diploma
2 year of Vocation will be considered as Advanced Diploma
And 3 year of Vocation will be considered B. Voc
So After 1 year of B.A. I think you should talk with Head of the department of the fields.
Please Note:- Your 1 year will be wasted to be honest. Hope it helps.
