Can I change category from open to ews without being ineligible for admission through cap.

On dse21 website it's written that forms confirmed by Center after 15th November 2021 shall be considered only for NonCAP Seats. My form is confirmed but submissions of grievance starts on 18th. And I want to submit ews Certificate on 18th to change my category. Will I be ineligible for cap then?
