Can I change my 12th board next year for JEE?

This year, I passed my 12th from West Bengal Council of Higher Secondary Education and got 60%. This year, I also appeared for JEE and could not get a decent rank. So, if next year, I give 12th from NIOS board, will I be eligible for JEE 2019 and can get admission into NIT if I get a good rank?

Yes, you can appear for 12th NIOS and JEE Main paper simultaneously. But for this, you need to do your registration for 12th in NIOS in currently going registration.
    All the best.
