Can I change my B.Tech stream like from IT to CS after completing 1 year? Can we also change our shift from 2nd to 1st shift?

Yes, there are provisions for this. The upgrade is done on the basis of your first year scores and number of students applying for the upgrade. The higher your rank is among all the applicants, more are your chance to get the priority for upgrade.
