Can I change my branch after 1st year from civil to ECE in any college?

Yes, but for that you have to clear all the FE subjects. That simply means, you have to pass in all the first year subjects.

Yes, you can change your branch from CIVIL to ECE in any of the colleges after completing your First year. For that, you do not have any subject pending in 1st and 2nd semester.
