Can I change my branch after Diploma? Can I take direct 2nd year entrance exam in BE in IT or computers?
I have done Diploma in electrical engineer but I'm not interested in this branch. I like to study in IT and computer.

Yes, you can change your branch after completing Diploma.

You can change your branch by applying for State LEET (Lateral Entry Exam).
